Grafic Bug, ATI - related?

i have a big problem.
sometimes, but only sometimes when i start civ 4 i have a terrible grafic bug.
if i reinstall the game after seeing the bug (of course i first tried to restart, which didn't help) it is gone, but after some sessions (i've played two weeks and several games without the bug now, but now it's back again) it exists again:

if i start civ4 the game menu looks normal, after i loaded or start a new game and going back to game menu it looks like in the screenshots.

changing grafic detaills (normally playing on 1280/1024, high details) doesn't help, the bug rather "improves".

it is the same with version 1.00 and 1.09 (currently playing under 1.09, but the bug ocurred with 1.00 too)


my configuration:
athlon 64 3000+
radeon 9800 se
1024 ddram
win xp sp2

I had a couple of artifacts similar to those in the middle shot, which were solved by unpacking the art0.pak file according to the instructions which I think were on the Civ 4 support section.

i've tried that now, but it didn't help either.
