Granaries question

Can anyone tell me why often my granaries do not store half the grain like they're supposed to.

For example, I complete a granary a turn or two before the city is due for growth, the city grows and - the food bar is right back at square one. It only starts storing the next time the city grows.

Is this a bug or a feature? Does the granary have to have been built some time before the city grows in order for it to store food? What's the rule?

Thanks Baloo. But what's the rule exactly? The granary only kicks in the second time the city grows after the building is completed? Or is it something more complicated?
 
It stores half the excess food created after it is built. So if on the turn you build it, you only need a few more food to grow, the granary won't have very much food stored up, so you'll start back near zero. It kicks in it's full potential after that.
 
This explanation should be written in huge red letters all over the granaries... I can't believe how long I've micromanaged my cities to get the granary before the pop grew... and I only just noticed that it didn't work as I thought :(
