Graphic enhancements?

I was in the war academy for civ3 and saw explanatory pictures which displayed houses and small buildings on tiles outside the city center. ?? I have Civ3 complete and the only buildings in my game are on the city center tile. Is there somewhere I can download this enhancement? If so, please linky...?
