I was searching around for a Mod that has a Great Person as the leader instead of the city/cities. This Great Person could move around, give bonuses but you could not use any abilities that would delete the unit. Plus if this unit was kill/captured that Civ just lost the game.
Other abilities would be to create a new city if you have enough gold. That way you could have a Leader and other units but have no city. If it didn't have the gold for a new city it would have to move around and pillage to make enough gold.
Anyways I have more ideas but I want to see if there are any Mods out there like this or can I make this mod. I have no experience with LUA but I have created other mods with SQL/XML.
