great prophet policy not working

I am playing on Immortal as Peter. I have researched Mysticism, but when I do government policies the great prophet policy is not listed and without that I don't think I can get a great prophet. What am I missing? I just have the basic Civ 6 game.

I have figured it out. The last prophet had been taken. I have another question now. Are you penalized for city spam in civ 6? I am playing on a huge map and wondering if raising the cities I take helps my position?
