Patch 1.0.1.383 - Has anyone noticed that the Great Wall DOESN'T go obsolete with the discovery of Dynamite? Or is that just for the person who builds it? Meaning, if the person who builds the Great Wall learns Dynamite only then does it goes obsolete?

Yes. That has been my understanding, for ages. The penalty goes away only when the builder of the great wall learns of the required technology and not the attacker. It is rather messed up in that regard. If I am attacking over great wall, and I have the required techs, why should I pay the penalty.
