Great Work Storage

If you conquer a city with a bunch of great works and you don't have a place to store them, are they lost?

I would like to propose that the capital building can hold an unlimited number of great works but they just won't generate any tourism/culture unless they are on display in a proper "showing" building. I'd also love to see great works tradable through diplomacy (I'll give you this work of art for some copper...) but I'll settle for simply a national archive for now.

From an immersion point of view it make sense, many leaders have horded all sorts of valuables away from the public for their own personal gratification.
 
Conquering a city with a bunch of Great Works mean they already have a building to store them. The problem you pose supposes you want to raze that city, right. And there is no hide-out for them as there is for Spies. If the city is giving you too much unhappiness might be one reason.

I guess you have to purchase (or build with your reduced production) buildings in your cities that can house those great works. I guess you have to think ahead before you conquer a large city that is not a capital. Or you could take the city slowly enough that the owner has the time and motivation to move the Great Works before you take it (assuming that empire has enough building in other cities to accomplish that).

Fortunately, I have not had this problem.

Not necessarily. If you conquer a city with a wonder that holds great works, then fantastic those are industructable. Since it is generally culture buildings like amplitheaters and museams that host great works they would be lost when the city is conquered, thus the GW needs somewhere to go.

The most "can't argue with it" example would be Assyria's Royal Library. If it has a great work in it, when the city is captured assuming the Royal Library isn't destroyed it will revert to a regular library for the conquering Civ which won't hold a great work. At the very least it would be nice for there to be some other mechanic that goes with the great work; perhaps it was smuggled out of the country by looters and it has a random chance of appearing at any random city. Perhaps your troops publicly destroy it which further demoralizes the enemy (and has diplomatic reprocusions), etc etc.
