I'm playing the DyP mod, just so you know, and don't confuse the techs I'm trying to trade with the vanilla ones.

Kamehameha of the Polynesians is currently Gracious toward me. I'm in a military alliance with him against the Japanese. The Japanese have declared war against me twice, the second time was after the peace expired, and after he did, I bought the alliance from the Polynesians. I even have an ROP with them, if that counts for anything. I have done nothing to earn a bad reputation yet (haven't broken any deals or treaties, haven't razed any cities, and I haven't destroyed the japanese yet, they still have one city left that they somehow managed to build on the other side of the continent that my Riders are on the way to.)

So why is it that he is insulted when I offer Gunpowder for Astronomy? Gunpowder is more advanced than Astronomy, and is worth more. I have to offer 41 gpt or 13gpt and iron(which I'm not letting him have, as I'm planning on declaring war as soon as my ROP with him is up) in addition to the Gunpowder to get it. He won't even trade Fundamentalism, an unrequired AA tech, for Gunpowder, he's insulted by that, too. The best that I can get is Seafaring, which is an unrequired mid-AA tech.

In the AA, when he was only Polite toward me, and even the times he was annoyed, I could trade techs pretty evenly, maybe paying a little bit extra for them, but nowhere near this much.

Is it because I'm at war, or is there something I'm missing that could have damaged my rep? Or is it just a bug in DyP?
 
If you're going to declare war on him and he has no iron, why do you want to give him gunpowder? Unless you know that he has no saltpeter, you're making life much harder for yourself.

Anyway, the value given to a tech is proportional to the number of beakers it'll cost the civ to get it, and to how many civs already know it. Perhaps they're researching gunpowder - if they're half way to discovering it, it'll be worth half what it would be if they hadn't started. Alternatively, they might have a monopoly on Astronomy, and want to milk it for all it's worth.
 
Well, in DyP, gunpowder itself only gives cannons. You still need another 2 techs to get arquebusiers, which aren't even as good defenders as pikemen, except that they can bombard you from 1 tile away without risking damage to themselves (and that doesn't matter anyway, because I'm using Riders, which have 3 movement points, so they won't be spending any time next to enemy cities.)
But you were right that they were researching it. The next turn, I tried again and they already had the tech.
