Green Meter WTH

I am getting this annoying green meter when I start the game, as far as I can tell, there's no way to shut it off, what shall I do?
I'm running BTS 3.19 on Windows 7, got 2x GTX 275, the computer is high-end.
What's the problem?

Here it goes. Oh, I just found out that it happens in all games I start. >.<
Regardless of full screen settings, no less.

EDIT: Oh, actually it appears in Heroes of Newerth and Civ4:BtS but not in Colonization or The Sims 3... WTH?
