growing past size 6

i read that your city needs access to water to grow above 6. does the city have to built along a lake or river for this or does the lake/rive just have to be in the city radius?
 
I'm 90% sure that it just has to be in the city radius. Even if it's on the outskirts, that's close enough.

If the city doesn't have water, you can still get above size 6 with an aqueduct.
 
The city should be adjacent to the fresh water. Before you place the city, right click on the tile and see if it has a gold piece available on it. That gold piece would indicate access to fresh water. No gold, no access. That is unless the tile has gold from another source, such as a resource of some kind. Then there would be gold for the resource plus an extra gold for the fresh water access.

In Despotism, the standard tile penalty may negate the extra gold in some instances, so occaisionally you just have to take the risk. Some are pretty easy to tell just by looking, but I still check on some.

And of course there are aqueducts, as Quintillus said.
 
The river or lake must be adjacent to the center square of the settlement.

When you get to building nuclear plants, the river or lake just needs to be within the city's footprint.
