Growth in 9999?

Been getting this note for awhile with some of my citys. I am in the 14th century, and my capital gets this.
What am I doing wrong? Thanks in advance for any help.

That means that you are either in anarchy, or more likely, that you need to build a Hospital or Aqueduct.

Need Hospital, both citys were size 12. Being in the middle of the middle ages it will be awhile before they grow. Hospitals need medicine, in the industrial age.
