Probably a stupid question but is it possible to win a domination game without using Military only culture/loyalty? Maybe with Eleanor?

In theory, it’s possible with Eleanor. In practice, you will run into some roadblocks:
1. Dido completely negates this strategy if her capital is a coastal city.
2. Suleiman negates this with Ibrahim’s last promotion.
3. Tamar may chain Golden Ages, making it difficult.

You totally can, you're going to have some exceptions like listed above that'll make things harder for you.
How does Dido work with Domination anyway? Do you have to take her original capital, or whatever she's using now? What if you're about to take her capital and she moves it away at the last moment? Also, after you take her capital, can she assign a new one and you have to take that too?
And also, how do Dido and Ibrahim work with Indie Rock Bands? Can you send two over and still absorb their cities?
