[GUIDE] Introduction to Happiness in Vox Populi

If two civs are mutually influencing each other (for example, both are "Popular" to the other), does the unhappiness penalty still apply fully? Or is it scaled down?
 
I've been bulbing Artists and Writers for a long time now. To what degree does this hurt my relative popularity, vs creating Great Works?

Historic event's tourism is based on your own tourism, so you get a pretty good return on the first few great works. A base amount of tourism is nice to buff trade routes. I've been making just enough great works to grab a themeing bonus, then bulbing the rest. I'm playing with randomized victories though
 
Artist gives pretty short GA, so unless you chain the current duration and/or have substantial bonuses to golden ages, it's better to use them for works.
Writer however better be bulbed, unless you have such terrible culture output 10 turns worth of culture mean nothing.

The randomized victory caveat aside, this is what I wanted to know, as I try to find a default sweet spot regarding happiness, while getting a boost with policies.

I'm all equally dissatisfied with the city. It means that I need all the buildings to be happy but I do not want to build scientific military cultural and so on buildings but only money in this city is inefficient all but the money buildings and so in every city for some one sphere it's logical to build up the resources of the city . In the end, my population will be unhappy from the fact that I do not build everything? (

Usually it depends on what you don't build that some % of the population complain about Usually about 10-20% of the population will ALWAYS be unhappy about something, usually crime.
