Is there a good (beginners) guide out there on how to make a basic city state?

I don’t know if there is a guide, but you could also find a mod that adds a new city state, and look into it, to figure out how to make your own. I think on steam workshop there are such mods.

A new (basic) city state is like a new little new civ. You have to configure it all, the advantage is that you dont need any specific art, only the icon, but works at same without it.

So you have to copy from existent city states to do your own.

To test it there´s a mod out there that removes city states from the equation, to show yours.
