Hall of Fame staff changes

@Denniz has decided to retire after many years of looking after the Hall of Fame, we thank him for his efforts and wish him all the best for the future.

I've taken over primary responsibility for both the Civ IV and V Hall of Fame but you won't notice much difference on here - @lymond will remain the primary vetter with assistance from @Ozbenno and myself.

I've also started a new job which means time / access to computers during the week is very limited. Recently we haven't always updated twice a month but have looked at the number of entries before deciding if a 2nd update is required. Going forward we will have one update a month and it will be on a weekend round about the 25th - the next update will be this Saturday (27th October).

Thanks again to @Denniz and we look forward to many more years of the Hall of Fame.
