Hangs on Load - Plse Help!!

Hi all, Please help, have tried many things.Am unable to get past the load screen, music is there but then freezes.
Did the log = 1 things and got
[11991.796] ERR: Initwinapp() failed, exiting.
Have downloaded latest patch and pc exceeds all required specs.
Would be grateful for any ideas.

More info, I have the cd-rom version, hope dxdiag is attached,
