if you have 2 harbours can you link resources,luxuries between your own cities even if you dont have a road conecting them??

Yes, you can.

As long as the harbors are each connected to the resource in question and there are no barbs or enemy tribes blocking the path.

And, if you surround an enemy harbor with ships (on an island, for example - and as long as that town isn't linked to another town on that island with a harbor), you can block that lux/resource from getting to the mainland.

and you have the appropriate technology/wonders to pass over certain terrain

you cannot trade over Sea without Astronomy or the Great Lighthouse, and you cannot trade over Ocean without Navigation

no, but they might require different techs, or even no techs (depending on the scenario)
