Having problem with irrigation

i've been reading the Civilopedia about irrigation...grassland squares get 2 food, 3 if irrigated, right? grassland with cattle or wheat get 3, 4 if irrigated, right? it seems like my irrigation isn't working for some reason. the only spaces that it seems to work properly on are bonus resource squares that give extra food....my cattle squares are correctly giving 4 food, but all my irrigated grassland squares are only giving 2...same for my irrigated plains squares, they are only giving 1 instead of the 2 they should be getting. i'll post a current save of the game i'm playing, an Archipelago with the Scandinavians, C3C, version 1.22...thanks in advance for any help
 
If you are in despotism, any square producing more than two of anything loses one.

Ex: Grassland - 2 food. Irrigated Grassland - 3 food, minus one.

But, Grassland cow = 4 food, minus one. Irr. Grass cow, five food, minus one.
 
OK, I thought I knew the answer, but I looked at the save anyhow.

The answer? You're in despotism, which suffers a penalty of -1 to any tile that creates more than 2 of something.

So your grassland makes 2 food, + 1 for irrigation, -1 for despot. Irrigating grass is useless in despotism.

Speaking of irrigation, good lord man, did you know your workers can mine too? A general rule of thumb is mine green, irrigate brown. ;)

Sesn... for this problem the answer is always the same. You won't get to the punch first if you don't bother to look at the save. :p (Because you seem to always be on)
 
As I said, I knew the answer, but when I opened it, I knew I neede a jaw dopping smily. ;)

Growth is good reese, but this early in the game your empire should be the opposite, with mines everywhere, and minimal irrigation, since you get no immediate benefit.

That said, you are going to have a growth explosion once you switch governments. :)

That looks like you are in the milking phase of a HoF game!

Anyway, beeline to either Republic or Monarchy, so you can actually use some of that irrigation.

EDIT: Were you planning on whipping a lot?
 
thanks a lot guys...didn't think about the despotism...as far as the irrigation goes, this is just my 2nd Regent game, and i'd been having success with the Iroquois...heavy irrigation seemed to work for me before, but funny enough as the irrigated fields stretched on and on, i began to wonder if i needed mines or not :)
