HDD formatting

There are two problems I can't solve without formatting my HDD. Read them, and tell me please, if you know some other solution.

1. I've deleted some files from my HDD - the files I wouldn't like to be found by those who use my computer. Unfortunately I have the programme "Recover4all" that may recover deleted files. I tried to write on my drive as much data as possible to cover the clusters that have the data I wanted to be deleted, now these files can't be recovered, but I couldn't get rid of some "small pieces" and some of those pieces contain the files' titles - the thing I need to be deleted too. Well, can you advise me anything?
2. A silly problem. I have Win'98 SE. Quite satisfied with it. For some cause Scandisk is run every time I turn my computer on, as if the work hasn't been finished correctly, but DAMN, IT WAS!

Heelp me pleeease!!!! :(
 
1. Search and download a programme called something I don't remember the name of. It erases a file x number of times, and meets with US FBI safety regulations etc, and is allegedly unrecoverable. That should clear the files, and doesn't require the areas on the HD being overwritten to be secure.
 
Thankyou, guyz, but I'd still like to know what the exact name of the programme Pillager was talking about is.
