Does the Hellenic League UU 50% decrease stack with the partionage opener?
(50%+25%=75% decrease= to .25 on non hostile.
OR
Is it a 50% decrease and 25% from there?
(50%=.5 then -25% from there)

also what do you mean by 'on non hostile'. i've often wondered about this, what the 'personality types' for city states mean, do hostile city states have different influence drops than friendly ones?

Hellenic League gives -.5 to CS relations decay.
Patronage gives -.25.
Having both is -.75

In G&K, a CS with your religion gets -.25, so you can actually get to -1.0, and thereby lose zero influence per turn.

Yes hostile cities drop I think.3 faster
