If you have Vanilla, then I think China is the 'best' civ. At least they are the best at what they are good at: warmongering. Industrious is the best overall trait in Vanilla and PTW, and in addition to that the Chinese are militarist and have a killer UU. If you haven't applied the patches yet, do that. Otherwise you might not be able to upgrade units to your UU. Upgrading is a crucial technique.

If you are still on fast track I wouldn't hang around Regent too long. Monarch is not a huge change - effective trading becomes more important and the AI production bonus makes them a little more difficult to overrun without some good war tactics. There's still enough room to recover from some early mistakes, though. If you think your regent game win was 'comfortable' then I'd suggest moving up quick.

Since people mentioned the price of Civ III complete here, I just saw this post:
I was wondering about getting CivIII as well - complete edition is £2.99 on Steam.
Yeah, Civ III is not a game you can just jump in at the highest level, bonefang, it's a matter of slowly working your way up through the levels, it's been like that for most of us. The AI gets such insane bonuses on the highest levels that you need to know its weaknesses really well before you can handle them.
Civ 5 is a different story, you can easily jump in at a mid to high level there. The one unit per tile restriction of Civ 5 means there are no stacks, the gameplay is more tactical, and you how the AI is with tactical concepts...

nah man, not what i learned...
montezuma stole my workers in one..

lost many archers versus zulu's in the next. now back to regent levels ....:(
