Help needed to create a balance update mod for civilization

Hello.
I saw the 'balance-civilization' mod and decided to make it in my version.

But there are several problems.

I wanted to change the traits of England as like this.
->Sun never sets: not only 2 moves, also +3 bombard(60% for land) and supply(+2hp per turn) +3 navi(60% for sea).

I have a success to make it by modifying the 'original' XML of Civtraits but I couldn't make it some 'mod' that can be selected or not.-Balance-civlization uses 'upgrade' command but it does not work well with those many promotions since I gave several at once.
How can I do this?

Also I couldn't find where I should modify it to change the 'description of changed trait'

Also I gave Ottman instead of 50% sea babarian conversion, I gave them 'removing the unhappiniess from number of cities' by modifying the original XML also.
I hope I can make it a mod. And again, I couldn't change the description since I couldn't find it.

Please help me guys.

Finally this is my plan of new balance(Well actually not balance, rather for 'unique power' of each civilization)

1.India- No touch. powerful enough
2. China-No
3. Greece-No
4. Siam-No
5. Babilon-No
6. Iquias-1 prod for jungle by longhouse too.
5. Arabia- 8 golds per trade route instead of 1. At last, they will be rich while india ottman save money for happiness and china gets a good general and +4 for paper maker.
6. Ottman- No unhappiness by number of cities
7. England- Almost invincible Navy(Navy is weak for this game anyway)-> Supply, 60% for sea and land, range+1, move +2
8. Russia- 4 product bonus for strategic resources. Now they will be able to get some powerful 'product' city.
9. America- Buying tiles reduces by 80% so only 1/5. They can buy tiles very easily.
10. Egypt- Wonder for 75% instead of 25%. So their power is a combi of burial ground and Wonder.
11. Aztec-100 culture per killing. Culture monster.
12. France-3 culture instead of 2.
13. German-Babarian conversion is too random and sometimes too weak sometimes a havoc. I change it to 1 free promotion for open terrain.
14. Rome- 25%->35%. slight increase.
15. Japan-No. their armies are strong anyway.
16. Persia- 100% of golden age
17. Songhai- 3->5 time for raze
 
This is an absolutely terrible idea for game balance purposes. England invincible ships? heh.. If you wanted to do something 'unique' you could give them 'move after attacking' and it would give them roughly the same effect of being super powerful. America is a huge glaring error in understanding the game. 80% would result in zero. Because anyone with any intelligence would take monarchy (-50% tile costs). You could just change their trait to -30% if you didn't think the bonus was great enough.

Do you even know how Aztec's UU works? You certainly wouldn't think of them as a cultural monster if you knew that it gives culture equal to the strength of the unit you kill. Even if you kill 1 unit per round at medieval you'll only get about 18 extra per turn. Wooo boy. The computer will run out of units before you gain anything substantial from this. Some of these buffs are pretty pointless. Songhai is already really strong, as is persia. Germany is significantly worse with 1 free promotion. You might want to rethink some of these changes before you even get started on this ..

Err.. to answer your question though: You change the text under <Language_en_US>. The format is available in the folder 'newtext'. You can use any of the files as the format is always the same. Make sure you include the new text variable in the trait section that asks for it. About upgrading.. not sure why it isn't working. All upgrades are supposed to carry over. Maybe you are using a mod that removes them upon upgrade. Don't ever change the base xml files to create a mod. Use the <Update> command instead. You can find out how by reading Kael's Tutorial
