Help Needed With History Rewritten Civ4 Mod

I tried to build a Civic Square (city jut had a evolution where the Monument was destroyed) but I could not because the monument was a prerequisite which could not be rebuilt (discontinued). Anyone help? Is this a programming error or a bug? Thanks.. )

The author of the mod, Xyth, is there nearly daily and is actively updating the mod all the time. I suggest that you post there for a good, quick, accurate answer to anything about the mod.
