Help needet with FFH 2

I started playing my first game with this mod and i encountered problem.
After 3 citys my every city turned into setlement. Even thoose that i capture from AI even his capital. So is there any way to prevent this from happening or is there any way to turn theese settlements into citys?

That means you were playing Kuriotates, they are special in that they can have only 3 real cities but that 3 cities can work 3 plot radius.

Aww well thx for telling me this got to avoid playing theese guys. Having 3 citys is not really suitable for my gameplay style
