Help! please

hi, i have wiped out all of another civ (Germanys) cities - i loaded an editor and it confirmed it had 0 cities left. but its not wiped out and so far has lasted about 30 turns without a city - and therefroe the option to make things such as right as passage arnt avalible. the whole thing seems like a bug, is there an editor that can 'kill a civ' like in Civ II, for its begining to annoy me...
 
If they have a settler still alive (in a boat, the most common type of 0 city AIs that still live), they will live. You have to kill the settler (ie; kill the boat if it's in one).

And no, there is no "kill AI" option like Civ2.
 
Germany has a settler somewhere. Since there's the potential for a city, the civ isn't wiped out.

is that so? i thought that so hunted down a boat but i guess there must be more, and that is an actul rule? thanks
 
The settler isn't necessarily on a boat. And yes, it's not a bug.
 
how about an editor that can load an embassy? coz obviously i cant create one without a capital city, then i can at least check that.
 
Sign a military alliance against them with as many civs as you can. The other AI will know where all of the german units are and can usually hunt them down faster than a human can.
 
cheers i found them in india of all places, miltary alliances seem to cost a lot against Germany so that option was out as for stealing their plans as noted before the lack of embassy and capital city made that impossible. cheers for the responses
