[help] population growth bug?

I'm about 90 turns into a game, and my capital won't grow past 5 population.

I'm not building a settler or anything that would prevent growth, and while my empire is mildly unhappy (-2 happiness) the info screen states that my city should grow within 1 turn. i'm not trying to avoid growth or anything like that and I've got a solid surplus of food.

it doesn't grow after 1 turn. it doesn't even grow after 10 or twenty turns (even though it still says 1 turn until population growth). Has anyone ever experienced this before?

I've tried reloading an auto save that's about 10 turns before this becomes an issue and playing from there, but it still doesn't fix the population growth bug. Any suggestions on how to resolve this are much appreciated.

Either "Avoid Growth" is checked (above the specialists) or the unhappiness actually eats up all the surplus food you think you have. Well okay, then it should also not say 1 turn until growth... maybe a bug. How about a screenshot with the mouseover food info visible?
 
I'm getting this too.

Last game around turn 350 on a large map, this game on turn 60 with a huge map.

I've attached a screen shot of my Capital, it's been sitting at 49/49 Food for 10 turns.

That box was checked, I unchecked it, hit Next Turn and felt awfully dumb.

I guess it's arguing semantics, but I didn't think AVOID and PREVENT meant the same thing.

All good now.
