The designer of the tech tree for Sengoku Jidai 2.0 was rather astute of the martial arts tradition in Japan. The way it is set up, while tech can be learned about various Budo ie the way of War, not all tech can be learned through scientific expenditure but rather is acquired by losing soldiers in battle. Thus the loss leads to honing better units through technology and study in an empirical manner. It is quite brilliant actually.
The problem is that the hapless AI is not aware of how to fix this, but keeps investing money in science even though it goes to Future Tech as there might be nothing else available. Given the bellicose or pugnacious samurai, then peace seldom lasts, and it resolves itself, but might take ten turns of fruitless scientific expenditure. Future Tech 10 is rather useless to the AI as it only affects the score.
What I guess needs to happen is if the AI is stuck in that loop is a random chance of some gain of some sort, either money (since money was wasted), or gift the tribe a unit as if a powerful ronin was acquired such that they use him in battle, or else make a certain level of Future Tech allows a special improvement like an agricultural reform, or randomly they learn a needed tech, etc ? It would make sense that some spectacular wonder might be gained by high levels of Future Tech, but by then, it also might be pointless.
