Help transfer PC to Laptop ROM-AND game

want to transfer ROM AND game from pc (Win XP pro S3) to new laptop (Win 7)

when I try to run copied file from PC on laptop I get a "failed to uncompress data error"

suggestions please

So you basically want just to copy the installed game from your desctop to your laptop with different operating system and expect it to just run?

I dont think it is possible without installing.

I have same ROM AND installation on both PC and Laptop
