Help with add mods for Civ4 Bts a new dawn 2

Hello can someone explain me how i add mod components like where which folder. I been trying and i always get error when loading the game if no error it doesnt show up on in the Civpedia in game.
Im just adding few promotions and resource relocation.

I did few tries. First i unzip the files (mod components) in Rise of mankind new dawn 2 folder. 2nd try was i unzip in Bts folder. 3rd try lol i did both. Non of these worked. Some files i was goin add were smaller kb size than original file. Many promotions disapear in the civpedia.
Is there anything else i need to do ?

Iam playing rise of mankind new dawn 2 (1087 version)

Okay, it doesn't work that way. It's not just plug'n'play like Civ5/6.
You have to merge the corresponding files.

Step one:
Download WinMerge and study the differences between the files of the mod you want to edit with those you want to add/change.
