help with custom mod

Someone made a mod that suppose to be almost accurate as Earth World and there are some minor changes need to be fixed. So far the author hasnt reply what i was asking and i want to change it.

1)By removing and adding civilizations.
2)Lack of strategtic resources.
3)Sea lanes should be blocked between England to Iceland (just Ocean).
4)More expensive techs.

Those what i mention above in custom mod, i looked and i cannot find what i am looking for. Isnt there a toolkit to work with? I can work with .xml files, and need a map editor too.

I mangage to download the ingame mapeditor, its help, but still needed to work on other areas. Since the mod is civ5mod file and not sure what i need to change it.
 
Go into your Steam and select "tools", you can find civ v SKD in there, and download that.

That will give you access to modbuddy (for xml) and worldbuilder (for map/scenarios)

Thanks for the reply, i checked for modbuddy and wont show up on the search list and there is no select for "tools" on the list. Maybe i can find it on google search then.
 
When you go into your Steam, hover over "Library", you will see "Tools" at the bottom right above "Downloads" -- Click on "Tools"

This brings up a list of all available "Tools" (with most of them saying "Not Installed")

Scroll through the list until you find "Sid Meier's Civilization V SKD" and double-click to install

Heh i just found it, didnt realise it was listed there. I been looking for it all day in the workshop lol. Thank again guys :)
