Help with governor!

hello

im new to the forum but have been a fan of civ (especially civ2) since i was a nipper...

anyway i was wondering if anyone knows a way of stopping the governor from building units, without having to go into its settings for every base, and uncheck all the relevant boxes. is there a setting, or failing that, a file i can alter to do this?

any help would be mucho appreciato

I think I figured out how to control the base governors the way you want. First, when starting a new game, activate the governor in your first base and configure it as desired. Quick testing indicates that subsequent bases will inherit the same configuration. On the other hand, if you already have a game in progress and want to change all the governor settings to be the same, open the Base Operations screen (F4 key). In the lower left of the screen the GOVERNOR option should be highlighted. Press the SELECT ALL button. Then press the ADVANCED SETTINGS button. Change the settings to whatever you want and press OK. All existing bases should now have the desired settings. I assume that any new bases will inherit these settings, but I didn't test it.
