Help with Map Editor

Hi, I have ver 1.1 with the Intercontinental Mod. I have looked in the game folders and cant find out how to do it. I see a notepad file but there is nothing about an editor there. Do I need to have the train livery pack? Will that work with the Intercontinental mod ?

Open up C:\Documents and Settings\Owner\My Documents\My Games\Sid Meier's Railroads and find the Configuration file and change this line like I have here.

EditorEnabled = 1
