Help!

There may be an easy answer to this. Im trying to 100% Pirates (XBOX)and no matter how many times I attack and defeat Port Royal it will not give me the option of installing a new governor... I only have PR and Barbados left to take over too. Any ideas of how to get around this?
 
No idea. I've never had that problem.

I have had the PIRATES! game for a while, but just tried it for the first time Aug 6, 2009

what is in the spoiler below is a guide to land battles used to capture towns

it is for the PC version of Pirates (since I do not play X Box games)

some towns remain in a the defending nation's hands after you conquer their 100+ garrison with the first land assault by your pirates. after consulting a strategy guide I found out such cities can be assaulted a second time if you want to change the governor that badly. once the defending city's garrison drops below 100 a land battle is no longer necessary, just a duel. I have never seen a case where it is necessary to launch a land attack more than twice. if your own losses were severe in the first battle, recruit more crew nearby before coming back, and prevent troop ships from entering that town if you see one nearby

if the original garrison is over 300, send Indians or pirate raider, repeatedly if necessary to get the garrison down to about the size of your own crew

to minimize losses in an land attack, click upon each of your buccaneer units and first fire all of their ranged attacks before using your pirates and officer units to launch melee attacks. (this is NOT the predetermined attack order the game chooses for you!!!). I find the buccaneer units to be most effective at the max within range number of squares from the nearest enemy troops since their attacks do not diminish with distance, and this puts them far enough away that only perhaps cavalry can get them on the enemy's next turn. in some cases you can move towards the enemy in your first buccaneer move, and then fire on the second move. all your units can be somewhat protected from counterattack by ending their turn in a forest square since ranged attacks are less effective for the enemy if you are in a forest square

the hardest city I captured was Panama, an INLAND city, and hence one that Indians or pirates could not reduce beforehand. it had a garrison of 400, so I stopped dividing plunder and slowly built up my plunder to 400k so I could have an unhappy (but not mutinous) crew to 400 so I could capture Panama using the normal land attack method. strangely enough the number of troop blocks on both sides reduced to just four (rather than the six or seven for the larger side which is common with 200 to 300 crew attacks). hence I only had one set of buccaneers for ranged attacks. I still won, but my losses were much larger than usual

occasionally a city you captured in a land battle will be soon recaptured after you leave the area. immediately after your victory the city's population, wealth and garrison are extremely weak. to prevent the likelihood of immediate recapture after you leave the area escort a new governor ship or sugar cane ship from a nearby settlement to build up its wealth. also consider going to a Jesuit mission and hoping they will send an amnesty ship to stop the current war with the nation whose city you just captured

@joel: I've had a successfull game (very hard, do not attempt unless you've got a day free w/ nothing to do AT ALL) where I got all the possible achievements. IN addition, I made the Caribbean into English Territory (Taking inland ports was the hardest). After a while, I had my crew on "mutiny" for the rest of my career (once you get old enough, if you divide the plunder, you automatically retire). Note: I did this on a day where Civ was acting up, my bro was using the Wii, the DVD player didn't work, there was nothing on TV, etc. I had been playing Pirates! during the day, but usually I take breaks. So because I didn't have anything to do during breaks I played for the whole day and that's what I accomplished. Yes, I know one can save, but I usually just like to pause and forget the saving. :p

Edit: I did this on PC, so it may be true that on XBox and/or PSP some cities are locked.

This answer is for the PC version, both old version and new one, but it should be the same formula for the Xbox version.

The formula is number of pirates/population (not garrision), there may be some other values in it too but those are the mayor ones. So if you aren't able to change governor, either get more pirates into your force and/or take help of some indians to lower the population.
 
I always thought it was a matter of how badly the city was beaten
