I don't understand the difference here.
Can someone explain why the AI prefers a different luxury?
I've a monopoly on both.

It is the same, and gp add/or gpt then you will see he will take eather or at the same price. Their is no diff. in luxs. With the exception of ivory for the statue of Zeus.
 
I noticed something similar in the Napoleonic Conquest:
Wines are much cheaper to trade for than Dyes from the Ottomans; the reason may be that Dyes are a monopoly resource, while Wine could be obtained from several Civs (and some of them even have more than one to offer).
Maybe here Spices are for sale by other Civs as well?
 
The value of a luxury is also determined by the amount of it availible on the map.

this has happened to me many times before. one time i was trading with france(polite) and i offered all of the technology on the board, and all of my extra resourses for 1 gold because i was at war with the aztecs and i wanted them to advance so they could fight for me while my workers were working on making mines across a whole mountian strip, but they said "Sorry, we cannot accept such a deal at this time." It?s weird! i hate it, but sometime im going to edit diplomocy and fix the problem. Unfortunately, i don?t have any screens of this

Tomoyo is (probably) right.
There is a total of 4 gems and 5 spices.
