Hiawatha ability

Okay.. so I tried connecting my cities with forest/ jungle tiles but it said I did not have any established trade routes, and yes, I made sure that all of those tiles had culture on them.

My only idea of why this wouldn't work would be because one or several tiles had a forest/ jungle AND hill on it, but I could have sworn I was able to get my units to walk up the hill and another tile faster than other civs.

Does anyone know what the problem could be?

That's the problem. You can't have roads before discovering the Wheel. Even as Hiawatha.

So if a tile has forest AND hill, that doesn't matter, right?

I think it also only works for Forest tiles, not Jungle tiles
