There was <NonDominantAffinityTechCostMod> line in CivBEAffinities.xml.
It's set to 2 for level 9~11, 4 for level 12~14 and 8 for level 15~18.
I checked ingame how this works out. It actually reduced cost of other affinity techs by set %. (2/4/8 %)
I don't understand what they were thinking about this design, but this is how the game works.
