Horse archers are archers? Or Cavalry?

I haven't been able to find an answer to this online. You have civics that, for example, increase light and heavy cavalry production, and archer production. Which one does a horse archer fall under? Or the Maryannu chariot?

You mean the Scythia unique unit? They choose from the ranged promotion tree so they get bonuses accordingly. I haven't personally gotten a high enough tech with a Scythia game to confirm if they upgrade to crossbows.

Yes, Saka are actually ranged units, not cavalry. But they upgrade to Field Cannon, which are not siege units but ranged as well, not Crossbowmen.

The Maryannu is also in the ranged line despite replacing a heavy cav unit.

The Maryannu is in the Heavy Cav line.

Actually Maryannu Chariot archers replace a heavy cavalry unit (the generic Heavy Chariot), but are themselves a ranged unit (ranged promotions and upgrade to Crossbow).

Saka also do not get the +100% Light Cavalry production bonus from the military card. But as you can spam horsemen as well...
