No, it appears it was a 'serious' business affair, with FileFront threatening to loose its main sponsor; they found a new one, sort of last-minute-like.

There won't be more patches for 1.0 unless a really major bug comes along. That said, I'm currently working on 2.0, which will be like an expansion pack (and a new full download). I have most of the main mod done but I'm pretty busy right now so I'm not sure when I'll get it finished (especially since I plan to have new scenarios that I haven't started yet).

One quick question: as I'm new to civ4 and mods...where do I install these files?
(just bored to read one million posts in various topics to find out lolol)

The readme has install instructions that should tell you the location if you have civ installed in the default location (as in, where it installs if you have the CD version).
