Hotseat diplomacy bug

Playing Hotseat, after a certain point in time the Diplomacy screen no longer allows contact with other players, AI, or CS. You have to open the Additional Information screen, click Diplomacy Overview, then open Global Politics to communicate.

I've confirmed this over two games.
