Hotseat?

Is there anyway to play a hotseat game in MOO3? cause I cannot seem to find a way, and the Instuction booklet seems to not even mention that.
If there is no way then, why did they leave that out?

There are no hotseat or PBEM modes included in MOO3 which is a shame. I would have liked to play some PBEM's.

I don't understand why they didn't put it in since the real time stuff could just be automatically handled by the AI.
