How are starting techs decided in a MP team game?

The title pretty much asks it all: How are starting techs decided for a team game?

Do you all share the Starting techs with each other or is it only 2 of the teams techs that you begin with?
 
your team's research is pooled and accessed by everyone.

so you share techs and research and everything.

in a team game, you ideally want 6 techs with 3 civs without sacrificing traits.

I remember playing in Warlords where the starting techs seemed randomly chosen amongst the teams available technology. I only recently noticed that the team started with all of the 'potential' techs that would be allowable. Not sure I prefer this change. In 2 vs. 2 vs. 2 some teams will start with 3 techs and some with 4.

This actually all started when I was trying to determine the two most synergistic civilizations. I wasn't focusing TOO much attention on starting techs until I loaded up a game and noticed in one case that we had 3 techs and then - with different leader pairings - we had 4. Now I am reconsidering which leaders fit together best with heavier weight on starting techs.
