How can i download the newest patch (1.0.2.13)

i just don't know how to download the new patch, hope someone can help me figure it out.

If you're on a Windows computer, then it should download automatically after Steam has once connected to the internet (this is per default the case when you fire Civ5 up).
In case you're on a Mac, then the patch is not yet out for you.

My steam account seems defective. Anyone you where to download a .zip or auto .exe file ?

There is no legal way to transfer what is patched and what is not patched. Your only solution is to figure out why steam is not working.
