When you research Writing you become a normal civ and can do diplomacy. Please post simple questions like this in the main Caveman 2 Cosmos stickied thread in future.
Talking about that, isn't writing a bit late in C2C for just basic interaction like make peace. Maybe letting make peace and war at cultural identity or sedentary lifestyle would be more interesting
As far as I'm concerned the reason why civs graduate from minor civs at writing is because they have actual intrest in interacting with each other as states/nations at that point.
Tribes and minor civs in RL raid each other all the time. The concept of being at war or not at war is a matter for record keepers. formal written treaties and such are possible. At that point you actually have someone specifically in charge that can make such decisions like 'at war' 'not at war' with some other group.
Writing is the first point you can actually make these kind of treaties as the concept of 'written in stone' kicks in and social structure is coherent enough to actually have 'peace' with each other.
One of the main issues with trying to make coherent treatise with Africa or the middle eastern muslims is they have tribal level loyalties. This means that loyalties are a giant mass of ever shifting chaos and that its insanely difficult to actually keep track of who is loyal to who at any given moment. Loyalties outside of small close groups are fickle... its like trying to run a national government by high school social clicks... only between all the high schools in the city or larger.
This leads to things like when the Europeans thought they bought Manhatten outright... not knowing that they only bought off the chied himself. They needed to buy off everyone indivisually... instead the cheif guy got paid for his land only and the rest of the group ended up getting in a war over a misunderstanding.
Once you get to the societal point where a formalized writing system is agreed upon you have enough of a concensus ruler to actually do large scale things. At that point you have a power teir system in place that means that the two or more city state rulers have enough pull to get the people under them to fall in line.
