I'll guess on this.

Press the windows button on your keyboard and viola, the taskbar pops up.

If you mean keeping your screen resolution (if it's not 1024 x 768) in the game (which will turn the city screen into a little 'window' in the middle of the screen when you open it), put the 'KeepRes=1' line into your .ini file (located in your civ folder). However, can you be more specific about what you want to do?
