How do Flavor Texts code for units? Or if not Flavor text, what does?

In the case of technologies and structures, flavor text tags are what drives the AIs to research and build them, based on their own preference. Unit XML is a bit different; the unit codes do have the flavor text tags, but they are left empty for all units except spies. However, I know that units are the most likely thing to be recommended a player build, so there must be something that affects this. Can somebody tell me what it is?
 
Just guessing, maybe the ai just focusses on the strongest available (=researched) unit for a certain role? This would go for building, not for research itself though....
 
I don't think so, because many times I've gotten weaker units recommended, and it's not suggested by role, but at random, from what I can see. Furthermore, AIs with the military flavor will build military units, and I want to know why.
