How do I avoid losing cities in Dramatic Ages?

Playing on King with dramatic ages, secret societies, tech shuffle, disaster level=2 no mods

Doing a true start location Europe as Rome. Most of the continent is free cities with Gaul and Germany wiped out. I'm down to 5 cities in the med and 1 at St Petersberg.and I'm winning.

Is there any way of telling which cities will rebel if you hit a dark age? If so is there any way to prevent it?
I'm losing cities with governors, monuments, +4 loyalty cards in and audience chamber.

I always put walls in cities bordering neighbors but that makes it difficult and expensive to reconquer them when they rebel.
 
You can't prevent city losses from entering a dark age in dramatic ages mode. That said you can position your army to quickly recapture those who rebel.
Iirc from the dev stream the cities with the least loyalty pressure will flip (if all are positive +4 is still less than +20).
Recapturing all can be quite a challenge though if you have a wide empire since the number of cities rebelling is a % of your total cities (20% von Prince, 40% on deity so I guess 5% per difficulty level).
 
The per cent of your of cities that rebel is hard coded. Seems like you will lose the cities with the lowest loyalty. Have troops stationed to recapture your lost cities. The rebel cities will spawn the most advance melee unit you have researched when they rebel so put off finishing researching the tech for melee until after they rebel.
