How do I bring back Enslavement for units?

In Civ 3 Conquest, early units could enslave the unit they were fighting and create a slave, which is like a worker that works at half the rate of a normal worker. How would I do this in Civ 4. I looked at CIV4UnitInfos.xml and didn't find anything refering to enslavement.

Sounds like it would have to be coded in python as a new ability. Should be doable, once you learn all the python commands.
