How do I combine mods?

Hello,
I have been making my own modifications to this 34 civ world map, by changing the map around, but now I want to add units to it.

My questions:

1. How do I combine that map, with graphic modpacks?

2. How do I change the leaderheads? I do not have the option on changing the leaders on my map. the steps i take are 1. load mod - 34 -civs. 2. 'load scenario...X"

when I do this, I have no choices anymore on the leaders. anywayto make that option available again, or to manually change the mod, since I do not like thaose choices.
