How do I create a torrent file?

How would I create a torrent file if I want to share something? This is a file I created. I did not download this so there isn't a torrent file already attached. (I'm planning on using bit torrent mainly to share my flashs, and not to download, because I never know what files are legal, so knowing how to create the torrent is my main concern.)
