I'm completely new to Colonization. Is there some sort of peace period at the beginning of the game where no one can declare war? I want to kill the Dutch, but there's no option to declare war on them. I wouldn't have even known to try it, but I read a strategy guide that made it sound like you could land your initial colonists right next to another civ and declare war on them and take their city. When that didn't work, I founded my own city and then tried to declare war, but still no option. What is needed to declare war on another civ?

When the game was initially released you could attack another country immediately but there were a lot of complaints that this made the game too easy, so when the patch was released it introduced an enforced period of peace for 20 turns.
After that you can declare war through the foreign advisor screen (F4) or by simply crosssing their border.
